You can play Fallout 4 offline on PS4, Xbox One, and on PC. The game has no multiplayer components whatsoever, so the requirement to be always online was not implemented in the game.
To access Fallout 4 offline on consoles, you will have to set your consoles in “offline mode.” The same goes for copies of the game you are trying to access from Steam. Players looking for a way to play Fallout 4 with mods offline on consoles sadly don’t have an alternative regarding Creation Club as they can’t manually install mods from Nexus, so playing Fallout 4 with mods without internet connectivity is limited to PC only.
